Abstract

This study investigates the regulatory challenges surrounding the adoption of cryptocurrencies, focusing on the interplay between fragmented governance, compliance costs, taxation, and investor protection across multiple jurisdictions. Employing a mixed-methods design, the research combined qualitative analysis of policy frameworks and expert interviews with quantitative modeling of adoption indices and regulatory risk metrics from 30 countries. The results reveal that legal ambiguity and inconsistent classification—whether as currency, security, or commodity—remain significant barriers to mainstream acceptance, while high compliance costs and complex taxation regimes directly suppress adoption rates. Comparative analysis demonstrated that jurisdictions with clearer, principle-based regulations such as the European Union exhibit higher adoption, whereas restrictive environments like China suppress innovation but limit systemic risks. Quantitative findings highlight a statistically significant relationship between regulatory burden and adoption levels, with enforcement intensity and anti-money laundering (AML) compliance emerging as critical determinants. Visualization of adoption patterns through hybrid plots and risk-adjusted indices further illustrated that balanced frameworks foster innovation without fully compromising stability. The study concludes that regulatory heterogeneity continues to undermine trust and growth, yet coordinated global frameworks emphasizing transparency, adaptability, and principle-based oversight can enable sustainable adoption. These findings contribute to both academic discourse and policy practice by emphasizing that effective regulation is not only a legal necessity but also the cornerstone of trust, investor security, and long-term integration of cryptocurrencies into the global financial system.
